Code Performance is a specialist building compliance consultancy providing BCA, Access & Fire Engineering services. We work with architects, developers, builders, and certifiers on projects where clarity, experience, and practical judgement make a difference.
Our focus is simple; to make compliance clear and practical, so teams can protect design intent and reduce project risk. We do this by combining deep technical knowledge with a practical, outcomes-driven approach that keeps projects moving.
As a boutique consultancy, clients work directly with senior consultants from start to finish. This ensures clear communication, faster decision-making, and advice that is both technically sound and commercially aware. We are engaged early in design to identify opportunities, resolve compliance challenges, and support better project outcomes through clear, defensible, and practical solutions.

Michael holds over 25 years’ experience as a Certifier, Building Regulations & Access consultant. Worked in State & Local Government & private industry, in Australia & UAE. Holds a Graduate Diploma of Building Surveying & Diploma of Access Consulting. Utilises skills and knowledge from his Certifier & Building Regulations (code-based) background to achieve pragmatic Access compliance outcomes. Possesses a comprehensive knowledge of the EP&A Act & Regulations, Building Code of Australia & The Premises Standards. Michael is the founding Director of Code Performance.
CLYNTON HALSTEAD

Clynton is an Accredited Certifier – Fire Safety (formerly C10). Has over 20 years’ experience in Science & Engineering, within education & private sectors. Holds a Masters in Fire Engineering & a PhD in Science. Possesses an extensive knowledge of the EP&A Act & Regulations, Building Code of Australia, Australian Standards, International Fire Engineering Guidelines, Australian Fire Engineering Guidelines & associated Codes. Clynton is the founding Director of Code Performance Fire Engineering.
RUSSELL COLLINS

Russell is an Accredited Certifier – Fire Safety (formerly C10). Has over 25 years’ experience in Science & Engineering, within public & private sectors including 20 years’ CSIRO Materials & Fire testing experience. Holds a Bachelor of Engineering (Mechanical), Graduate Certificate in Performance Based Building and Fire Codes & Masters in Fire Engineering. Russell has an extensive knowledge of the EP&A Act & Regulations, Building Code of Australia, International fire test standards, bushfire requirements, International Fire Engineering Guidelines, Australian Fire Engineering Guidelines & associated Codes.
Matthew Kemp
ACCESS, BUILDING REGULATIONS CONSULTANT
Matthew is a respected building regulations consultant with ~30 years of experience. His personable and pragmatic style allows him to work with clients to devise compliance solutions that meet architectural, commercial and compliance objectives. Matthew has a broad base of experience working across the public & private sectors. Skilled at understanding client priorities, interpreting building regulations and legislative requirements as they apply to each project, and offering value via performance-based solutions. Matthew especially enjoys working on the refurbishment of specialised and heritage buildings. Whether identifying and working through technical issues in design meetings or on site assessing potential defects, his strong relationship management skills let him educate and collaborate effectively.

Nick is a specialist building code consultant with over 12 years experience in the construction industry. Nick has expertise in both Accessibility Consulting & Fire Engineering and holds a Masters in Fire Safety Engineering, Bachelor of Construction Management, and Diploma of Access Consulting. Nick prides himself on providing accurate, detailed advice and finding pragmatic and cost-effective solutions to complex compliance matters.

MANAGER, ACCESSIBILITY
Tony brings over 22 years of experience as an Access Consultant, delivering specialist services to clients across Australia and internationally. With a strong trade background and more than 27 years in the building industry, he combines practical knowledge with technical expertise. His ability to manage complex projects has been pivotal to the success of hundreds of developments, including commercial and residential properties, retirement villages, sports stadiums, hospitals, industrial facilities, airports, educational institutions, heritage sites, hotels, cultural venues, and shopping centres. Tony is committed to providing logical, practical solutions that drive projects forward efficiently while ensuring seamless integration of accessibility.
